Its the Shining treatment itself: in the Neo era, Shining Pokmon were used to represent alternate-colored (shiny) Pokmon , and Neo Destinys Shining cards used a reflective foil effect that makes the Pokmon literally shine. Neo Destiny Shining Pokmon also had a unique rarity symbol (three stars) that was never reused in the same way later

It's no powerhouse, but in some decks I think it could work pretty well
